A finales de la década de 1990, Latin Joe se mudó a la hermosa y famosa isla de Vieques, también conocida como “La Isla Nena” por ser un municipio perteneciente a la isla principal de Puerto Rico. Allí se unió a uno de los movimientos populares más importantes. Los habitantes de Vieques luchaban por la expulsión de la Marina de los Estados Unidos de las zonas que utilizaban para ejercicios militares, los cuales causaban contaminación generalizada, enfermedades y muertes entre la población. Allí, Latin Joe, más conocido como Andrés o Andy, perdió a un amigo cercano (Germán Pérez Guerra), con quien había trabajado en producciones cinematográficas en Nueva York, a causa de un cáncer terminal provocado por la contaminación con metales pesados, como uranio empobrecido, pólvora y otros contaminantes detectados en muestras de sangre y cabello.

Germán Pérez también era oriundo de Vieques y decidió regresar a su isla natal.

Andrés decidió unirse como voluntario al “Comité para el Rescate y Desarrollo de Vieques” como documentalista, ingeniero de sonido y diseñador gráfico. Allí conoció a grandes figuras de la lucha de Vieques, como Ismael Guadalupe, Roberto Rabin, Nilda Medina, Prieto Ventura, Don Carlos Zenón, la reconocida activista, actriz, pintora, artesana, cantante y profesora de arte, Myrna Pagán.

Después de todo esto, Andrés, para entonces más conocido como Don Andrés, produjo más de 35 documentales relacionados con la gran lucha del pueblo de Vieques, así como canciones, videos musicales y dos largometrajes (Tito y la manta raya y El refugio escondido). Durante todo este tiempo, Andrés nunca mencionó que antes había sido conocido como “Latin Joe” en Nueva York.

Tras el abandono de sus ejercicios de entrenamiento de la Marina en Vieques, Don Andrés creó una interesante colección de carteles de cine. Posteriormente, decidió grabar sus propias canciones y diseñar portadas de discos, manteniendo su nombre artístico, “Latin Joe”.
